White House weakens implementation of Clean Water Act

A new guidance issued by the U.S. Environmental Protection Agency on how to interpret the Clean Water Act has nationwide — and local — ramifications.

Following two U.S. Supreme Court decisions on Clean Water Act authority since 2001, the Bush Administration has issued a guidance to its staff that leaves in question whether up to 60% of the nations stream miles and millions of acres of wetlands are protected by the law.
